As one of the supporting forums of the CIIE, the second Shanghai Forum on Intelligent Transportation hosted by the Municipal Transportation Commission was held on November 7. The reporter learned that the city’s first batch of self-driving expressways was officially opened, and by 2025, the city will have built more than 800 kilometers of smart expressways and smart city roads (including expressways) .

With the theme of “Digital Intelligence and Mobility”, this forum focuses on intelligent transportation construction, autonomous driving applications, and collaborative and integrated development. It aims to showcase Shanghai’s intelligent transportation and intelligent networked vehicles. At the opening session of the forum, representatives from the Municipal Transportation Commission, Municipal Economic and Information Commission, Municipal Public Security Bureau, Jiading District and related enterprises jointly pressed the button that symbolized the official opening of the first batch of automatic driving expressways in Shanghai, marking the G1503 in Jiading area. The 21.5-kilometer urban expressway, the 19.5-kilometer G2 Beijing-Shanghai expressway, and the 303, 459.6-kilometer surface roads in Jiading District were officially opened, achieving a major breakthrough in the first “large-flow, high-dynamic, high-complexity” expressway scene in China.

It is reported that as of now, the city has opened a total of 926 test roads with a total length of 1,800 kilometers and 15,000 testable scenarios. The mileage and measurable scene data are all in the forefront of the country, and it has created an intelligent networked vehicle test application environment with relatively complete scenes and domestic development. It can effectively support the demonstration operation and commercial implementation of autonomous driving, and promote the integration and innovation of intelligent networked vehicles and smart cities.

The Municipal Transportation Commission stated that in the future, Shanghai will continue to accelerate the construction of smart high-speed expressways, and further promote the demonstration of cross-regional linkage expressways in the Yangtze River Delta. Guided by applications and driven by innovation, Shanghai will strive to create a new highland for intelligent and connected vehicles, and strive to create The new pattern of smart transportation development will focus on building a new ecology of future travel services.

At the forum, the Municipal Transportation Commission also issued the “Shanghai Smart Connected Vehicle Demonstration Implementation Rules” (hereinafter referred to as “Implementation Rules”). Intelligent networked vehicles refer to the organic combination of Internet of Vehicles and smart vehicles. They are equipped with advanced on-board sensors, controllers, actuators and other devices, and integrate modern communication and network technologies to realize the exchange of intelligent information between vehicles and people, roads, and backgrounds. Sharing, to achieve safety, comfort, energy saving, high-efficiency driving, and ultimately a new generation of vehicles that can replace humans to operate. 

It is understood that the “Implementation Rules” released this time combined with the development of autonomous driving technology and the actual application of intelligent networked vehicle testing in this city, clarified the management mechanism and the responsibilities of third-party organizations, and determined the scope, path, and process of the applicant’s demonstration operation , conditions, etc., provide specific operational guidelines for enterprises to carry out demonstration operation activities, and are of great significance for supporting the development of Shanghai’s intelligent networked vehicles and promoting the construction of an intelligent transportation system.

At the forum site, the Municipal Transportation Commission, Municipal Economic and Information Commission, Municipal Public Security Bureau and other management departments jointly issued a demonstration operation notice to Shanghai Haitong International Auto Logistics and Shanghai Youdao Zhitu Technology, which participated in the container transportation business of Yangshan Port Book and the world’s first intelligent networked cargo demonstration operation certificate.

The “Implementation Plan for Vehicle-Road Collaborative Innovation and Application Work in Shanghai (2023-2025)” was also released at the forum. Vehicle-road coordination refers to the comprehensive implementation of vehicle-vehicle and vehicle-road dynamic real-time information interaction based on wireless communication and Internet technologies, and the development of vehicle active safety control and road collaborative management on the basis of full-time and spatial dynamic traffic information collection and fusion.

According to reports, by 2025, the city will build more than 800 kilometers of smart expressways and smart city roads (including expressways), and more than 500 smart intersections; more than 1) public parking lots (garages), and more than 100 demonstration smart public parking lots (garages) have been built. These include the first G3-level smart parking lot in China, the first domestic holographic road that supports the operation of L4-level autonomous driving collection trucks, and the first domestic intelligent bus hub station that integrates multiple energy storage and fast charging, etc. to fill in the gaps. The project also includes technical management innovations such as the accompanying traffic management information release application and the new paradigm of human-machine co-driving traffic management.
