MARKET
The high-end inertial market reached $4.7B in 2025 and is expected to grow at a 10% CAGR to $8.5B by 2031. Defense and aerospace dominates the market by a wide margin, led by drones and GNSS-denied navigation. Industrial accounts for only a small share in value but ranks first in volume.

PLAYERS
Honeywell, Northrop Grumman/LITEF and Safran share more than half of the market, while US players account for more than 60% of revenue. Lead time and price have replaced performance as buying criteria, favoring MEMS and pressuring other technologies. Suppliers are cutting SWaP, with silicon-photonic FOG emerging. Low US stockpiles limit exports, pushing US firms into European deals for ITAR-free products, while Thales and Exail signed a tender offer agreement.

TECHNOLOGY
MEMS attracts most development, winning on size, power and cost despite performance limits. FOG is miniaturizing toward a MEMS footprint, with Anello and OSCP replacing fiber with silicon photonic chips. RLG stays mature and trusted for navigation. Safran now leads HRG, producing below laser technologies at equivalent performance. Cold atom gravimeters are commercial with Exail and Vector Atomic, bulky but unmatched on sensitivity.

Market revenue is set to nearly quintuple by 2031, a 27% CAGR
Explosive, AI-led growth. High-end packaging revenue is set to grow nearly 5x, from $12.1B in 2025 to $52B in 2031 at 27% CAGR, as telecom & infrastructure surges to 70% of the market on AI GPU/ASIC packages, HBM integration, and CPO optical engines.
An interconnect revolution. Hybrid bonding overtakes microbumps to reach ~58% of revenue by 2031, propelling the industry from 2.5D toward 3D and converged "3.5D" architectures, while co-packaged optics optical engines scale from a negligible base to $343M.
A concentrated but shifting field. The top six players hold ~97% of 2025 revenue, led by Intel and fastest-growing TSMC, yet OSATs are gaining fastest, signalling share shift as AI packaging outpaces IDM/foundry capacity and premium ASPs reward new logic and optical platforms.
Packaging Capacity: The New Bottleneck in AI Compute
The business model splits by technology, not by a single owner. Foundries lead high-density silicon interposers (2.5D Si interposer), controlling front and middle-end while OSATs enter only at back-end assembly.
IDMs own the closed, proprietary flows end to end. Intel's EMIB runs entirely in-house across front, middle, and back-end, keeping the most advanced integration captive.
Fan-out and bridge platforms are the open opportunity for OSATs. In 2.5D UHD FO/RDL and FO Si bridge/mold interposers, business is shared between foundries and OSATs, giving OSATs their clearest entry into 2.5D.
Memory makers hold the 3D stacking business but outsource assembly. For 3D stacked memory (3DS/3D NAND and HBM), IDMs own the front and middle-end while back-end is mixed, with packaging handled by OSATs.
Every building Block is scaling through Integration
Logic and memory are both scaling through integration, as monolithic logic gives way to chiplets and heterogeneous integration while HBM stacks climb from 4–16 high today toward 16–20 stacks, custom HBM, and emerging HBF.
Hybrid bonding is the central interconnect trend, with W2W already mature and D2W emerging today, expanding into broader W2W, D2W, and D2D adoption as the industry moves beyond microbumps.
Interposers are growing larger and shifting substrates, evolving from silicon and RDL toward larger and glass interposers, while manufacturing migrates from chip-on-wafer to chip-on-panel (PLP) for cost and scale.
Optical and substrate innovation round out the roadmap, as silicon photonics advances from PIC/EIC on PCB toward CPO integrated on substrate and interposer, and substrates transition from organic cores to glass and other materials such as ceramic and silicon.
